Philippine subsidies policy for purchasing electric buses and buses, and core application conditions
Recently, the electric bus market in Southeast Asia has witnessed a surge in demand driven by the decarbonization policies of various countries. Chinese brands have taken the lead by leveraging their technological and cost advantages, and have accelerated their local production layouts to meet the requirements of regional policies.
Market demand: Decarbonization policies in multiple countries have driven the expansion of scale.
1) Electric buses are regarded as a core measure for decarbonization in various Southeast Asian countries, and they have launched large-scale procurement plans:
- Jakarta Rapid Bus System in Indonesia aims to achieve full fleet coverage with 10,000 electric buses by 2030. Currently, 420 Chinese brand electric buses are in operation;
- Malaysia plans to introduce thousands of electric buses in the next five years. As of October 2025, 146 Chinese-made electric buses have been put into operation;
- Singapore plans to replace half of its buses with electric ones by 2030. It has purchased 360 electric buses from Chinese brands and initiated a pilot project for autonomous electric buses.
2) Supply pattern: Chinese brands have become the core suppliers.
Chinese electric bus brands hold an absolute dominant position in the Southeast Asian market, and leading enterprises have continuous orders being fulfilled:
- BYD has established a presence in multiple Southeast Asian countries and delivered batches of electric buses to countries like Indonesia, Malaysia, and Singapore, and has also participated in the pilot project for autonomous electric buses in Singapore;
- Brands such as Yutong, Foton, and Zhongtong have entered the Southeast Asian market. Foton has delivered 46 electric buses in Malaysia, and Zhongtong has received 120 purchase orders from Singapore;
- Jinliu's 12-meter pure electric bus won the Best Electric Bus Design Award at the Southeast Asian International Bus Exhibition and is suitable for the high-temperature and high-humidity environment in the region.
Under the impetus of policies, the demand for electric buses in Southeast Asia has entered a period of rapid growth, and the regional market size has continued to expand.
Chinese brands have become the core suppliers in the regional market due to their mature technology, cost advantages, and response speed.
Local production and supply chain adaptation will become key strategies for automakers to overcome regional policy barriers and enhance competitiveness .
