To fully implement the spirit of the 20th National Congress of the Communist Party of China and its subsequent plenary sessions, and to earnestly implement the arrangements of the Central Economic Work Conference, in accordance with the "Action Plan for Promoting Large-Scale Equipment Renewal and Trade-in of Consumer Goods" (Guofa [2024] No. 7), and with the approval of the State Council, the following notice is hereby issued regarding the policies for large-scale equipment renewal and trade-in of consumer goods to be implemented in 2026.
"Support for the scrapping and replacement of old commercial trucks. Continued support will be provided for the replacement of commercial trucks with emission standards of National IV and below with low-emission trucks, with priority given to replacement with electric trucks. The subsidy standards will be implemented in accordance with the 'Notice on Implementing the Scrapping and Replacement of Old Commercial Trucks' (Jiao Gui Fa [2025] No. 17)."
"Support for the renewal of new energy city buses. Promote the electrification of city buses, and continue to support the renewal of new energy city buses and power batteries. The subsidy standards will be implemented in accordance with the 'Implementation Rules for Subsidies for the Renewal of New Energy City Buses and Power Batteries in 2025' (Jiao Ban Yun [2025] No. 4)."
"Support for car scrapping and replacement. Individual consumers who scrap passenger cars registered under their own name and purchase new energy passenger cars included in the 'Catalog of New Energy Vehicle Models Eligible for Vehicle Purchase Tax Exemption' or fuel-powered passenger cars with a displacement of 2.0 liters or less will receive subsidies for car scrapping and replacement. The subsidy for purchasing a new energy passenger car is 12% of the car price (up to a maximum of 20,000 yuan), and the subsidy for purchasing a fuel-powered passenger car with a displacement of 2.0 liters or less is 10% of the car price (up to a maximum of 15,000 yuan)."
